I get asked all the time if cuffs are "In". I don't think they ever went "Out".
Having cuffs on a pair of trousers is a personal choice. The only thing I find with cuffs is that they do tend to gather "things" in the cuff. If you have ever shortened a pair of trousers with cuffs, you have to clean out the fluff and other alien objects when altering.
